Introduction Financial governance | Coordination among financial regulators helps identify risks and improve the financial system’s resilience. Explanation Finance and Corporate Affairs Minister Nirmala Sitharaman chaired the 30th FSDC meeting in New Delhi. The council discussed macro-financial risks, cybersecurity, fintech innovation, digital KYC, financial infrastructure and unclaimed assets. Introduction Banking technology | The partnership explores research and pilots for quantum-ready financial systems. Explanation Bank of India signed the MoU with C-DAC on 22 October; it was reported on 23 October. The collaboration explores quantum-inspired and quantum-safe technologies, proofs of concept, secure sandbox trials and staff capacity building. It also allows work in AI, blockchain and cybersecurity. A research partnership and pilot roadmap do not mean all banking systems have already migrated to quantum technology. Introduction Start-ups | Incubation infrastructure helps technology businesses access workspace and a collaborative environment. Explanation The facility is at IT Park, Sahastradhara Road, Dehradun, Uttarakhand. It covers approximately 30,000 square feet over four floors and is intended for IT/ITeS enterprises and technology start-ups. STPI works under MeitY. Introduction International maritime affairs | The Navy’s strategic dialogue examines cooperation in ocean science, institutions and technology. Explanation The theme was Science, Technology and Academic Cooperation in the Indo-Pacific. The Indian Navy scheduled IPRD 2026 for 3–5 November at the Manekshaw Centre, New Delhi, with the National Maritime Foundation as knowledge partner and principal organiser. Introduction Defence exercises | Harbour and sea phases allow partner navies to practise coordination in different settings. Explanation INDRA 2026 was a bilateral naval exercise between India and Russia. INS Sahyadri departed Vladivostok on 20 October after the exercise. The harbour phase included expert exchanges and cross-deck visits; the sea phase included manoeuvring, communications, helicopter operations and medical evacuation drills. Introduction Telecom | The centre joins academic research with indigenous communication-technology development. Explanation The sixth CoE was established at IIT (BHU), Varanasi, through an MoU with C-DOT. Areas include 5G Advanced/6G, AI-native networks, quantum and post-quantum communications, cybersecurity and advanced wireless systems. C-DOT is the telecom R&D centre of the Department of Telecommunications. The centre provides a platform for joint research, students and faculty engagement and technology development. Introduction Agriculture | A field-level innovation aims to reduce hand injuries during cotton harvesting. Explanation ICAR–Central Institute for Research on Cotton Technology, Mumbai, signed the technology-transfer MoU with Trust ARS Rubber Private Limited, Chengalpattu. The reusable gloves protect hands against sharp cotton bracts while retaining flexibility and comfort. Commercialisation is intended to make the equipment more widely available.
